Tracy Sterling is not an official member of the staff of the ACADEMY, but she may as well be. She is around almost every week or two looking after he charges, who include orphans staying at the ACADEMY.
She is not crazy about the ACADMEY but knows that it fulfills a real need. She vehemently opposes placing the children in combat situations, but as mention most of the time there no other option. At least at the ACADEMY she knows they will be a good moral and intellectual background to vital members of society.
Although she is good physical shape and works out, she is not a combatant, and never intends to go into combat.
Miss Sterling came to work with with underage supers when she was with the State Child Protective Services, when she called to deal with the overpowered but underage supervillian Leto. After gaining national attention with the case and saving dozens of bystanders with her quick thinking, she became THE point of contact for dealing with underage supers. She literally wrote the book on the subject. Several in fact. including the scholarly paper "Social And Developmental Ramifications Of Early Onset Metahuman Powers" to the popular "Its Not A Bird Or A Plane, Its A Child!!" (As seen on Oprah!)
Miss Sterling is not affiliated with any combat or security groups in the government although she has high level ties with various agencies. Her department is the Administration for Children and Families (ACF) under the U.S. Department of Health and Human Services.
She tends to see them as children that need to be protected no matter what their powers and abilities, and is very protective of them. Protecting them means not only keeping them from harm but keeping them away from people who could use them as tool and weapons.
But the relationship works both ways. It is in the ACADEMY's best interest to make she is is able to do her job. As she has no powers of her own, she does have an array of sensory and analytical gadgets both technological and magical in nature. These are used mainly to identify superpowered youths and provide defenses in has the accidentally - or intentionally- try to do her harm.
