Z.E.R.O. is an extra-government intelligence and security organization dedicated to protecting the nations and peoples of Earth from all terrestrial threats. While Z.E.R.O. is generally the name used to refer to the organization as a whole, (as well as the nickname for the aquaheli base the group dispatches from) Z.E.R.O. is actually comprised of several distinct groups, each with a designation and specialty. Each of those groups is headed up by a director who, in turn, reports to the director of Z.E.R.O..
Z.E.R.O. itself is a joint effort by Earth’s leading superpowers (United States, China, Russia, India, the U.K., and France) to help police the planet and respond to supervillainous terroristic threats. As such, Z.E.R.O. is the applied might and technology of the human world itself, though they do employ many metahumans and others when necessary. A largely militaristic organization, they relegate duties and roles in a strict chain of command, with a rank system that largely incorporates all of the various military branches as a whole in one uniform chain. This allows newcomers and visitors alike from across the globe to be instantly aware of where they fall in relation.
Though the Z.E.R.O. group ostensibly leads the entire organization, with the exception of the Fleet Admiral and Director, the group itself is largely compromised of various technicians and day-to-day operators of the aquaheli carrier, as well as the ground units in various bases across the globe. They are responsible for keeping the rest of the organization in working order, and are not chosen for their capabilities in battle; that falls upon the subsidiaries of the organization, which are specialists designated for various duties.
The history of the Z.E.R.O. group is highly classified, and even the Director herself is only on a need-to-know basis: her security clearance actually one level below what is necessary to obtain such information. That clearance, Level Ten, is reserved for world leaders and a handful of specialists alone. Since the existence of Z.E.R.O. itself is highly classified, there are layers upon layers of security protocol in place, keeping the general knowledge of this organization out of the hands of normal people, and thus ensuring global security.
At this time, current estimates place the entire staff of Z.E.R.O. at around five-thousand including those in land bases, with two-thousand active staff in it’s various subsidiaries on board the aquaheli. Of those, rough estimates place 250 as members of F.I.R.S.T., 1500 as members of S.E.C.O.N.D., with another 250 in L.A.S.T., and 250 working for Z.E.R.O. itself.
General Gwendolyn Quinn

Occupation: Current Director of Z.E.R.O.; former enlistment with the 160th Special Operations Aviation Regiment (Night Stalkers) - further information classified.
General Gwendolyn Quinn is the current Director of Z.E.R.O., having been appointed by the Joint Chiefs of Staff and a UN delegation some twenty years ago. Next to nothing is currently known about her service record, however, though she is virtually unknown outside the organization, she is regarded as a hero within it. It can be assumed that as a member of the 160th SOAR, she has been involved in helicopter aviation support for general purpose forces and Special Operations Forces. Those missions have included attack, assault, and reconnaissance, and are usually conducted at night, at high speeds, low altitudes, and on short notice, leading many to believe that even in that specialized field she excelled.
Generally regarded as human, it should be noted that most other humans seem strangely fearful of her, though this could be dismissed on the grounds of her forceful personality alone. General Quinn is one who embodies the old adage of ‘walk softly, and carry a big stick’. She is quiet to the point of being regarded as mute, though this is untrue. She is simply one who thinks before she speaks, and as a result, anytime she does voice her orders, she states them clearly, forcefully, and in as few words as possible. Because of her small stature, many seem to underestimate her at first, though one look into her pale blue eyes reveals a portion of the iron control beneath, and whispers abound that she knows more ways to kill a human then anyone else currently alive. General Quinn does little about these rumors, presumably because ruling through fear is just as good as loyalty through love for a person in her position.
Often faced with making choices no human should, General Quinn has made every effort to make those choices the best she can, and holds no regrets afterward. She knows her every word helps keep the world secure, and she’ll be damned if anything will upset that security while she still breathes.
Underneath General Quinn is Fleet Admiral Harvey, who is responsible for controlling the aquaheli directly, and dealing with the day to day operations of it. He seems to resent being placed under her control, but all the same is fiercely loyal to her. He seems to be of a similar age, and has a neatly groomed white beard. Almost never seen out of uniform, he’s actually very friendly, and worldly enough to speak at length on almost any subject. He also has a passion for cigars.
The rest of Z.E.R.O. is made up of those engineers that keep up the ship on a daily basis, but also includes delegates and diplomats who reside on board, functionally to apprise their country on any actions Z.E.R.O. might take within, to keep diplomatic relations on good terms.
